On Precise, using the cloud archive rc-1 packages, horizon works out of
the box, installed using:
# apt-get install memcached libapache2-mod-wsgi openstack-dashboard
(Havana on precise worked in the same way)
In Trusty, that install line no longer pulls in apache2, and
