Same problem here.
* Downgrading dbconfig-common from 1.8.36 to 1.8.35 doesn't reslov the problem.
* When I change in /etc/dbconfig-common/config the following entry
# dbc_remember_admin_pass: should we cache administrative passwords?
# set to true to keep admin passwords cached in debconf
After searching in the debian bug database, I located the same issue.

Running the ucf rule for the apache config manual and comment it out it
works.
On the url the bug is also described, it has to do with the sequence ucf
/ debconf.
The issue does also exist in a new install, I had to change the same
rule in global.php in place of config.php, who is quite empty with a new
install. But changing the same code as in compudaze 's patch in
global.php does also solve the problem.

Actually this isnt fixed for hardy because there is no dom0 kernel for
hardy yet.
Is there already some planning, when there will be a kernel available ?
I would to configure some servers but hardware is to new to use an 2.6.19
kernel.
