The bug report was opened for natty and it seems that a grub-install
fixes this for everyone and for later releases, too.
This seems to be an issue only after upgrades and is no real problem
because the system continues to boot after a key press.
grub-install also fixes this for me after jumping
Same problem here with 13.10 upgraded since 12.04.
With upgrading eclipse was updated to 3.8 and all my plugins were gone
so I tried to reinstalled it but it crashed.
Checked everything - deleted config, tried different plugins in
different order. Sometimes I had one install successful, but next

Forgot to mention that it is a 32-bit install, so it affects both 32-
and 64-bit kernels.
No log entry is made in /var/log/syslog when boot failure occurs, so no
trace of what is going wrong.
Using radeon driver.

Same for me on a Samsung R60 notebook.
I changed the title (hope it's okay) because it has nothing to do with
neither quiet splash in grub nor full encryption.
My boot parameters are empty, except removing plymouth it is a quite
normal install.
Removed plymouth on more than five systems on
Still not in the updates for Kubuntu. Window appears on every boot after
every update of flashplugin-nonfree.
WORKAROUND (to be repeated after every update):
sudo rm /var/lib/update-notifier/user.d/data-downloads-failed
sudo rm /var/lib/update-notifier/user.d/data-downloads-failed-permanently
Oh, my bad. It's marked for 12.04.1. So it will be updated August 23rd!?
