Not fixed on Ati 9600. Well atleast on my system it is not. Of course
once splash is removed from kernel line it works wonderfully. Also
confirmed to not work on nvidia 8600 gts from a user on IRC.

Ahh sorry. Correct. This is on a netbook using the latest netbook
release. If you click "Files and Folder" in the launchpad go to couple
of directories then exit out of it back to the main desktop you get the
symptom above. I also noticed that it does no close when we exit.

Also of note. I have not been able to reproduce it on the netbook
itself. This seems to happen only when an external
monitor,keyboard,mouse is connected to the netbook.
