I contacted Paul Eggert the TZ maintainer and he answered yestarday:

So I don't see the problem in the tz database itself. Perhaps there is

Dimitri, you updated the description, but I always do my installs
connected to the Internet, and Montreal is NOT available during install,
so you explanation doesn't hold!

This is still very much present in 14.10. I urge the maintainer to fix this
because for cultural reasons people in Québec will not be willing to choose
Toronto for time zone, Toronto is not a time zone per se, this used to work for
