Just wanted to add my voice to the chorus -- this bug is a huge nuisance for me as well. I have experienced it on multiple machines and on 12.10, 13.04, and 13.10. I'd be extremely grateful for a fix!
In case anyone gets around to working on this, FYI I experience the bug on both the keybindings set through CCSM > Desktop > Ubuntu Unity Plugin and the keybindings set through CCSM > General > Commands.
