After giving some thought on this, I don't think the complex approach
you described would work. Entries in /proc/sys may not exist even if the
module was loaded.

Postfix could not deliver the message appearantly because there is a
firewall restriction stopping you from connecting to
fiordland.ubuntu.com on port tcp:25. Some ISP's will block that. It is
not a bug in postfix for that sake.
