I've fixed this issue. Below are the steps.
1. sudo apt-get remove mysql-server-5.5, got an error. it is something like
dpkg return a non-zero value.
2. run sudo dpkg -r mysql-server-5.5 manually. The return value is 0.
3. sudo apt-get install another app to verify. No errors any more.

The possible root cause I guess might be. Hope it helps.
1. For some reason, dpkg didn't run as sudo.
2. Or the return value of dpkg is not the real one(0).
