proftpd -l only shows compiled-in modules, modules included in proftpd
without the necessity of being loaded by configuration or by hand.
For a list of loaded modules you must exec #ftpdctl lsmod and the output should
be:

ftpdctl: mod_core.c
ftpdctl: mod_xfer.c
ftpdct
Seems that proftpd has support for DSO modules and mod_tls is now
configured as a DSO module.
You can check the command ftpdctl that can list/load/remove active
proftpd modules. Check the output of #ftpdctl lsmod for tls module.
DSO modules are in /usr/lib/proftpd. You can also check this directo
