Seems that proftpd has support for DSO modules and mod_tls is now configured as a DSO module. You can check the command ftpdctl that can list/load/remove active proftpd modules. Check the output of #ftpdctl lsmod for tls module. DSO modules are in /usr/lib/proftpd. You can also check this
