i had the same problem with ubuntu 16.04.3, the packages suggested by cpupower
wrapper are installing 4.4 tools (linux-tools-generic -> 4.4.0)
but the wrapper search for tools matching the kernel version
the cpupower wrapper make wrong suggestion, it should be :

with the last fix,
compiz vsync on + catalyst tear free off
overall smoothness is still worst than with
compiz vsync off + catalyst tear free on
(lastest catalyst on mobility hd5870)

i think i managed to get rid of the problem (i didnt notice any
component update related to the problem)
disabled no tearing in catalyst, set perf refresh to never except if app
specify it
in ccsm : opengl:sync disabled, composite:autodetect refresh off,
composite:freq 60
reboot
the problem
same problem with google-chrome 15
it's impossible to stay with settings/personal data/appearance set to hide
system bar : the system bar keeps on coming back randomly (after
maximize/minimize or suspend mode)
the setting in preferences dont change from its own : i have to switch system
bar on

i enabled windows deformation through compiz settings manager, windows moving
is slow, too slow

maybe it has some importance : with ubuntu 11.04 i was using gnome classic
session and completely removed unity
but unfortunately it seems to be much more difficult and and less usable in
11.10, so i reinstalled all and stayed with default unity session
if the advice is to switch to gnome and
same king of problem with chrome and synaptics, maximize by double click on
title, go back to window mode by bouble-click again and then there's a kind of
mouse offset of approximatively one line of text (menu height ?)
it goes back to normal after several click, the bug dont happend every time,

i was expecting the update manager to provide me an clear analysis like your
please try to purge xorg-edgers ppa instead of a huge amount of errors which
are meaningless when
upgrade in progress, the purge of xorg-edgers solved my problem
