i'm newbie in linux. i'm getting this problem too. after read this report bugs, I edit my "synaptic.conf". and thats work for me & i'm very happy with this. I have to edit "synaptic.conf" to use the proxy when I'm at work, and then edit it again when I return home. but its ok for me.
