Did another experiment and removed the IP assigned to both RoCE adapters vLans
using ip command and ran the netplan apply.
The issue was recreated only one of the vLans gets the ip assigned the
other one didn't.

OK, would that be a consideration? The idea is to have a service that logs kvm
events in a round-robin manner. To do so, 2 things need to happen:
(1) install the unit file kvm_stat.service
(2) install a respective logrotate

Related question: Do you install that unit file and make available the kvm
service in Ubuntu at all? If so, could you try to reboot with the service
enabled to verify that it does work as expected

Yep exactly. Without the ISO it's harder to reproduce... Because then you have

Looks like an updated version of "s390-tools-signed" with the same version
number than the normal s390-tools is needed for verification.

Just to avoid any bad surprise, these patches require a rebuild of the bios
image so the binary must also be updated.
