Got the same problem in Kubuntu 12.10 - with or without the kernel
module dvb-usb-rtl28xxu loaded.
Seems fixed in Kubuntu 13.10.
me-tv finds the device.
gnuradio works, too (after unloading the kernel-module dvb-usb-rtl28xxu).

Did the same thing as George, and it works.
Since there have been some packages, that have been automatically
installed with pychess (gnome-icons/gtk-libs etc), I guess there are
dependencies in the radiotray-package, that are missing and thus
unresolved until one installs them manually or
Kubuntu 64bit - relatively fresh install with all current updates.
htop tells me, I got between 90% and 130% CPU-load (Core i7 930) for knotify4.
Mostly it keeps around 100%.
It might be a coincidence, but I seem to only get that, when I have an active
internet-connection (or had one previously
