The fact that you refer to setting LC_ALL to POSIX as a workaround
indicates that the sort order most certainly isn't correct ;-)
English locale sorting and collation should be consistent in the face of
two items comparing as identical *and* in an order that makes sense to a

Yes, I agree that the sorting is correct as far as the locale is
concerned.
BUT, the locale is wrong. The most important part of my original point
