Did the exact same thing with my parents Xubuntu, which has the old nvidia RIVA
TNT2 Model 64 (which also uses the same nvidia 71 driver thingy).
installed, rebooted and so started X...
only to get failsafe window

I don't think it is the same problem, because as you said, you have the
problem when logging out, shutting down. I don't, also, I can use my
Virtual terminals just fine. I can't seem to start a second X-Server!

I found this problem when I tried to use the Switch User Button. After pressing
it, I end up with a blank(black) screen; no cursor, no nothing. So i thought
maybe it was because I was running Compiz-fusion. I turned that off (all
desktop effects), and it still happened.

ok, so after reading your comment, i thought I'd try different things out.
I tried logging in and out a couple of times, and well, it did appear, and
sometimes it didn't.
I then tried restarting x a few times (ctrl+alt+backspace), and that also had

Hmm, looks like a problem across different hardware.
I'm using:
ATI Radeon 9550 (proprietary driver) with the fglrx driver
AMD Athlon 64 3200+
1GB RAM.
also as another note. when watching the desktop load up, you see the
bottom panel appear briefly to add to buttons/etc.

Ah YES! thank you Mr Kulyk!
apparently, it wasn't installed.
so after installing it via the terminal "sudo apt-get install compiz-gnome"
I now have fancy windows, with the titlebars.
although, I would have thought when upgrading from feisty to the beta
gibbon, that it would have installed it then.
I'm not sure if my Bug #150032 is exactly the same as this, as when I restart
X, it doesn't fix the problem. the windows still have no titlebar.
It does however look the same as the screenshot.

Same thing here I think. GIMP tried to update yesterday, but couldn't. Now
today when trying to update I got the
"Software index is broken" message saying,
"It is impossible to install or remove any software.
