Thats strange, i just tested it, i copied a file to usr/share/backgrounds/ and chmod 777(it should be chmod 644 really anyway), it works fine, maybe you still had the other copy set as your background?(i had to browse to the file, as it's not in the xml index of pictures) i think the reason
