I also used Tomboy (0.3.5-1ubuntu3) throughout my dapper experience, and
found this issue problematic at first. I needed my Tomboy!
My guess is that this is not a bug, but the intended behavior. Now, that
I am used to it, I don't mind it.
The Panel applet seems

released them. It still seems like there is a but here or maybe in
another component.
