I am seeing the same problem on Lucid Beta 2 (and daily updates as of 20-Apr).
In my case, this issue appears to be the cause of a significant boot

"virtualbox-ose-modules-2.6.24-xx" after "virtualbox-ose-
modules-2.6.24-16", even though I could see all of the kernel images
from "linux-image-2.6.24-16-generic" to "linux-image-2.6.24-24-generic".

I can confirm this bug in Ubuntu 8.04 LTS on a Toshiba Satellite 300CDS.
I had the same behaviour described above: the boot process for kernel
