The new packages do seem to help! :-)
I downloaded and installed the new libxrandr2 packages (i386 and amd64)
from https://launchpad.net/ubuntu/+source/libxrandr and they do indeed
seem to resolve this issue.
I have logged in via vnc and tested change of desktop resolution via
xrandr -s. Kwin
I uninstalled colord-kde and now I got this instead:

kdeinit4 stopped crashing after I switched from nx to x2go. So it seems
I was actually bitten by https://bugs.launchpad.net/bugs/985202 even
though it looked like it was this bug. However, maybe others have the
same problem with this bug.,

I switched from nomachine to TigerVNC. When changing X resolution with
xrandr -s WxH, kwin crashes again. So, no direct connection to
nomachine. (Kubuntu 12.04)

The fix suggested by c4pp4 did help. I added this to InputDevice:
Option XkbLayout se,us
Option XkbOptions grp:alt_shift_toggle
Then it seems to work. However I don't know if I can now edit the
keyboard layouts in the GUI.
I have not tried the setxkbmap fix.

I see this bug too. I use automatic login and can't switch between
swedish and english keyboard. Only if I log out and back in again can I
switch keyboard. No such problems were in the 7.10 release.
