The ntp package provides /usr/sbin/ntp-wait
NTP can use this, or a similar technique, to emit an Upstart event when
the time is synchronised. It would be nice to be able to react to this
(although maybe not to block daemon startup indefinitely).

I've just reviewed the manual for GNOME Power Manager (section
“advanced-preferences-locking”). Apparently “there is a complex locking
scheme available for power users that allows locking policy to change
for the lid, suspend and hibernate actions”.

This can also be reproduced on Maverick. On hibernating the system, I
can briefly see that the screensaver is activated & locked before the
system sleeps. On resume, I'm prompted for a password. This doesn't
happen on cold boot.
