Update 2:
Upon further investigation, it seems that the DVI monitor and computer
go out of sync and that is what causes the blinking. As a workround I
have I found that after reducing the resolution of the DVI monitor the
issue has ceased. It is unfortunate since it is now running at 1280x960

Update:
High CPU causes the issue. I can reproduce it by opening a long webpage
in firefox and scrolling up and down the page fast with a wheel mouse.
At this time you can see cpu utilization increasing to 50-80% on each
core.

I too am seeing the same symptoms on my DVI external monitor. It seems
to only happen when the computer is being used or any program is
hanging. I would be willing to provide any further diagnostic
information/steps.
OS: 9.04 release x32 Native install
Hardware: T60p
