I've just tested the 4.13-rc2 kernel and the issue appears to be solved.
I assume the patch that fixes it was merged upstream sometime between 4.13-rc1
and 4.13-rc2.

I'm starting to think this issue stems not from our Realtek RTL8153
Ethernet chip but rather from something upstream of it.
My best guess now is that there's something wrong with the handling of
the "ASMedia Technology Inc. ASM1042A USB 3.0 Host Controller" that's in
our docks. This is a usb3.0

ATI/AMD is providing support for R5xx cards through the open-source
-ati/-radeon driver.
I question the level of support being provided through the -ati/-radeon
driver for R5xx cards. -ati is broken with my R580

Option DRI off solves the corruption issue. Now the first thing i
notice at the login screen is that the user name text entry box has a
black background instead of white. I type in my user name and hit enter
and the text above the box does not change to Password. I type my
password and hit enter
I can add Option NoAccel true to make my device section look like
this:
