Installed pg 15 days ago , left it as is from fresh install (read untouched,

probably an upstream issue but I don't know version fill it exactly,

This probably related to the parsing of modules info by ipython, python-apt

Forgot about that. The lo interface was indeed down.
Anyway purging anything related to mysql and reinstalling libmysql* and then
the server did the trick.
Maybe install script should take care of probing lo interface status so that
