I have 3200 x 1200 dual monitor setup and I also get this issue with the stock ubuntu and ubuntu classic. However it does not occur using ubuntu classic no effects and my user defined desktop (avant and synapse). The latter has compiz enabled but does not have the Ubuntu unity plugin enabled.

I am a bit perplexed uvesafb and efifb (shipped with grub2 and activated quite simply) work well with nvidia, radeon and nouveaux (I don't know about all models or ATI propriety). So couldn't the fb from either of these be used or parts of the code to either patch or replace the vga16fb at least

Yes it is. Its a rather annoying bug that is a regression from Karmic. 1 Step to reproduce: Switch the GDM to lets say Japanese. Log in as any other language and most (not all) of the system has Japanese Menus. Completely reproducible on all 4 of my computers, worked perfectly in Karmic. **
