It seems the problem is a multiple key events are fired when using the
Fn Up/Down
This is xev output with a single tap Fn Down
$ xev | grep KeyPres

KeyPress event, serial 26, synth
Apparently the brightness keys are not strictly tied to the BIOS since I
cannot change brightness in virtual consoles or when gnome-power-manager
is not running (hardy 64bit)

Same behaviour on a Dell XPS m1330.
I have roughly three levels of brightness when using the Fn Up/Down.
With the brightness applet on gnome panel I can control the ten levels
smoothly.

With the newest bios update the problems went away.
