Same problem here in Ubuntu (Focal) no matter the kernelversion, even with 
custom compiled kernels (wich is what I use)
The problem was however easy fixed, as per earlier description, with changing 
compression by editing /etc/initramfs-tools/initramfs.conf to use gzip and then 
do "sudo update-initramfs -u".
