This bug recently appear on 14.04. One month ago, on the same 14.04, the
menu "Import saved VPN connection" worked fine and correctly import a
ovpn file.
For connect a VPN manually, connected you to the gateway with NetworkManager,
then cd to the .ovpn file directory and enter :
sudo openvpn your
