i can confirm this bug with ubuntu 7.10 gutsy and ATI fglrx-driver. I have a 
pentium 4 system with an ATI Radeon 9600.
Disabling Desktop-Effects, CompizFusion or the above fixes didn't work for me.
Still get a Black Screen after Logout/Switch User and can only do a reset. 
(Ctrl-Alt-Backspace/Ctrl-Alt-F1 doesn't work)
Changing driver to "ati"/"radeon" in /etc/X11/xorg.conf fixes it, so it must be 
fglrx.

fglrxinfo prints this:
display: :0.0  screen: 0
OpenGL vendor string: ATI Technologies Inc.
OpenGL renderer string: ATI RADEON 9600 Series
OpenGL version string: 2.0.6473 (8.37.6)

my kernel-version is:
Linux 2.6.22-14-generic with GNOME 2.20.1

Hope somebody can fix this.
