crda defaults file not honoured on wireless association

I have edited the /etc/defaults/crda file to configure my system
regulatory domain to AU.
When network-manager attaches to the wireless network, this value is not
sourced. The regulatory domain switches back to US.
This repeats back and forth, from AU to World to US.
System
I identified that this was blocking in the lirc init scripts on my
system because of the file writes to /sys/class/rc/rc0/protocols file.
I don't know enough to troubleshoot further what it is that is causing
this file write to hang. I also couldn't find any documentation with a
brief google as to
