I am also getting this bug in xubuntu lucid x86_64. the workaround of
closing every root shell worked for me.

This problem still exists in Jaunty. I recently upgraded to jaunty with
the hope I could use my internal 3g modem with no luck :(
In Jaunty usbserial is built-in in the kernel (not as a module) so to
load the module with the right options I had to edit /boot/grub/menu.lst
like this:

I get a new device on /dev/ttyUSB0
