I can confirm the problem with Kwin (KDE4) on Intel graphics (945GM).
When I disable compositing (Alt+Shift+F12) the drag and drop is fast
again. It also works fine with Compiz.
I notice it is dependant on the size of the thing being dragged around.
If you drag a small 5 letter word it works fine

It still flickers with the Driver "intel" placed in the xorg.conf file
but I haven't had any blackouts yet.
One thing I have noticed is that the shaking seems to stop when I leave
the laptop screen on. My laptop has a nice feature that when I press
Fn+F6 it turns off the back light but not the act
