Fails running In chroot with "ENGINE_by_id failed (crypto failure)"

Running inside an OpenVZ guest, it is not possible to use the AppArmor
as discussed, so I am trying to configure BIND9 to run in chroot.
Then I got the following in the log:

I had the same problem too. I installed 8.10 from the official CD and
then updated to latest. The actual problem was that in gnome-display-
properties available screens were mirrored and the highest possible
resolution is 1024x768. I unchecked Mirror option and then I had two
separate screens and I
Just installed Feisty Fawn final from DVD, both from graphical install and text
mode.
On first reboot described behavior happens. GMT+3
