What has helped me is to set default browser in KDE settings:
System Settings > Applications > Default Applications > Web Browser

I installed speedtest-cli (2.1.3-1) and the error is gone.
Also checked /usr/lib/python3/dist-packages/speedtest.py. Line 1172 has
been fixed with upstream version.
