I guess, you'll have to upgrade to 9.10 first, and only having that done
you would be able to upgrade to 10.04. Doesn't seem right, but I don't
know another way.

Update notification doesn't appear at the top of the update-manager
window (Ubuntu 9.10), even after having all the updates for the current

Change preferences of the Software sources, in the Updates
