Killing the adb server and running as root lets it burst into life:

reinstalling the binary brought it to life:
sudo apt-get install --reinstall libgtkmm-2.4-1c2a
I did a reinstall of the whole OS and noticed the installer crashed

I've clean installed Oneiric Ocelot beta 1 (x64). After installing
Inkscape, it doesn't start. Running it from the terminal I get:
inkscape: error while loading shared libraries: libgtkmm-2.4.so.1:
cannot open shared object file: No such file or directory

Further info: i've just reinstalled the lib:
sudo apt-get install --reinstall libgtkmm-2.4-1c2a
... and it now works fine. This was definitely already installed, and
the system is a basic x64 running Unity 3D. No other packages added
apart from inkscape.

gnome-control center is missing font icon settings
I get the exact same problem.
Installed the proper release of Lucid on a fresh server, apt-get
upgrade, then installed likewise-open.
I then came across the bug where W2K DCs can't be joined, so uninstalled
the packages and added your PPA:
