The work around for this appears to be to change the default sampling
rate in pulseaudio to 48K.

USB audio playback scratchy after kernel

Audio playback through a USB device (Focusrite Scarlett) is scratchy or
overdriven and clearly slowed. I noticed this happened sometime after
kernel 5.13.0-30-lowlatency (5.13.0-32 is certainly impacted).

Note, this appears to be a result of every hotplug resulting in Mode
being set to relative. Changing mode to absolute enables the mapping to
work.
