As requested, booted using battery power with setting "auto" in
/lib/udev/rules.d/99-laptop-mode.rules. Then changed setting back to
"force" and plugged in an external USB HDD (Transcend StoreJet).
The USB device seemed to be mounted successfully and I could write to
it.
Dmesg output attached.
Works for me too with Ubuntu 17.10 on an Acer Extensa laptop (i5-6200U
SkyLake). Same symptoms but changing 'force' to 'auto' as above results
in successful booting from battery.

I've done some digging and this is a known/fixed bug in procps version
3.3.10.
This is not backported to the latest 14.04.x in Ubuntu, and I believe it
to be a severe enough bug to warrant such efforts.

Hi
I get multiple errors when trying to mount a dvd or cdrom. Some disks work,
some don't.
Some reports errors, others the dvd rom keeps trying to read the disk, but no
response from the kernel.
The hardware and disks are Ok as everything works fine if I boot with Knoppix.
Content-Range should be like: "Content-Range: bytes 0-1234/28874"
