How you can replicate the problem:
1. Go from System-> Preferences-> Sessions-> Select tab: "Current Session"->
Find "gnome-power-manager" and click on Remove.
2. Click on the Quit icon. (watch the delay of ~50 seconds, until the Quit
dialog appears)

30-40 seconds for the dialog to show up.
After that, each time I click it shows up, instantly.
