This appears to be back on 12.04.1 in the pulseaudio-1.1-0ubuntu15.1
package. As far as I can tell, the exact same patch used previously can
fix it.

gnome-appearance-properties version 2.19.5 from gnome-control-
center-1:2.19.5-0ubuntu1 crashes at startup with the following stack
trace. This can be fixed by replacing appearance.glade from capplets-
data-1:2.19.4-0ubuntu5 with the vanilla
Manually fixing the permissions on the control file can be accomplished
as follows:
apt-get source ucspi-tcp
cd ucspi-tcp-*
chmod 755 debian/control
dpkg-buildpackage -rfakeroot -b
# ignore the error about failing to sign
dpkg -i ../ucspi-tcp_*.deb

Eeep. Sorry. I'm currently running Edgy, but I do recall that this
behavior has not changed since ~Dapper. gnome-power-manager version is
2.16.1
