After unplugging and re-plugging the Ethernet cable, the r8169 NIC stop working
and reports an error "transmit queue 0 timed out". The connection will remain
broken until around 15 minutes.

and I have built a test kernel on top of 6.10 and the maintainer's patch
(without my patch):
