I was able to recreate the bug. I did a standard install of atftpd and then
went into /etc/default/atftpd and changed the first line
USE_INETD=true
to
USE_INETD=false
I am not sure how that got set that way,

I am not sure, as I uninstalled atfptd to solve my issue in the short term.
I will try and reinstall and see if I can recreate the issue. What I have
so far is a copy of the /etc/default/atftpd file. I will email more when I
recreate the bug.

Binary package hint: atftpd
100% cpu and syslog and daemon.log fill with errors (and fill my hard
drive) about atftpd recvmsg and bind errors until atftpd is killed. Once
killed, syslog and daemon.log stop filling (was at 3gb when I killed it)
and cpu drops to normal levels
