The hardware seems to be faulty and the problem cannot be reproduced
with kernel 4.10.0-21-generic, so this can be closed.

With kernel 4.10.0-20-generic, the system prints "usb 3-4: string
descriptor 0 read error: -22" and then booting completely stops. I have
tried a variety of bios tweaks, but the motherboard is not recent and
there are no bios updates.
