Quassel and quassel-core are built from the same source and I double
checked the build logs. For 12.04, the package was built against
libqca2.

I get the same error on my quassel core which is installed from Ubuntu's
quassel-core package. Maybe the quassel-core package should depend on
whatever package contains the qca ossl plugin, since I can't find it.

quassel is built with QCA but the blowfish encrption is done on the quassel
core.
So make sure that your quassel core supports it and the qca ossl plugin is
installed.
