using reboot=pci, I used reboot=bios and I added it to
GRUB_CMDLINE_LINUX instead of GRUB_CMDLINE_LINUX_DEFAULT

I completely removed fglrx about a month ago. Smooth sailing ever since.

If you are having a problem in Ubuntu, please execute the following via the
Terminal and
Logan Page, please let us know if the following works as a workaround in the
Ubuntu repo kernel:
Type in a terminal:
sudo nano /etc/default/grub
find the line:
GRUB_CMDLINE_LINUX_DEFAULT=quiet splash
and change it to:
GRUB_CMDLINE_LINUX_DEFAULT=reboot=pci quiet splash

No problem with restarting or shutting down.

There was no problem with either Maverick or natty.
I have no idea if this problem appeared in Oneiric as I skipped over it when
I upgraded.
The upstream kernel seems to work fine. I have no problem with
restarting or shutting down.

I wasn't 100% sure which one I needed to test, so I tested the two bellow:
1) http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.4-precise/

both worked fine.
