Public bug reported:

Quickly displays an unnecessary warning message when working with
packages created with ubuntu-cli template, which leads the user to
execute a command that leads to a dull error message.

$ quickly configure target-distribution oneiric
WARNING: Your project is out of date.  Newly created projects use
GTK+ 3, PyGI, and GSettings.  See https://wiki.ubuntu.com/Quickly/GTK3 for
porting information and when you have finished porting your code, run
'quickly upgrade' to get rid of this message.

$ quickly upgrade
ERROR: No upgrade command found in template ubuntu-cli.
Candidate commands are: commands, configure, create, debug, edit, getstarted, 
help, license, package, quickly, release, run, save, share, test

Steps to reproduce:

1. Create a Quickly project with ubuntu-cli template.
2. Execute another template-related command, such as configure or license.
3. The WARNING message shows up.
4. Execute quickly upgrade, as shown in the WARNING message.
5. Quickly returns an ERROR message.
