Public bug reported:

Update Manager stopped with window claiming an update to grub was
available and asked what I wanted to do.

Several choices were available, I selected show differences side by
side.

No differences were ever shown, Update Manager completed without any
changes to /etc/default/grub.

Launching Update Manager again no longer gives an eligible grub update.

/etc/default/grub is in its previous state, quiet splash commented out.
