Sorry but i don't understand, if the device is connected it has to be
reconnected, if not obviously not.
Are you meaning that when lay idle your pc connected and when you resume it is
no more connected ?

Example:
I have a bluetooth audio adapter connected. I put the notebook to sleep. The
connection obviously ends at that point.
I resume the notebook and nothing happens; the connection isn't re-established.
I have to manually re-connect the device.
