I am unable to install libarpack2, and so this has not been resolved for
me.
The following packages have unmet dependencies:
libarpack2 : Depends: libparpack2 but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

Libarpack2 =2.1 is in the octave dependence. This error should not
happen again. With octave installation libarpack2 will be installed
automatically(actual version3.1.1-2.
I close this here as fixed.

First installation of libarpack2 solved it
$sudo apt-get install libarpack2 and then install octave
