The system used is a live USB with a standard Xubuntu iso and persistent
storage. It simply requires some of the features only available under
xubuntu-restricted-extras so as to be able to perform its task. The
downloaded iso MD5SUM matches. It shouldn't have any apt cache issues.

Seems like your apt cache is out of date. There should be a button in synaptic
to update the package cache or alternatively run:
sudo apt-get update
