It seems this is still not fixed. I have rsyslog 5.8.11-2ubuntu2.2 running on 13.04 and the full hostname (using either $PreserveFQDN or $LocalHostName) is only used for messages from rsyslog itself. Messages from sshd, sudo, pam etc etc are only using the bare hostname. -- You received this bug
